There are a few villages of the sort, but they're only really found in the Ruby Sea. They have a dome and ways to make it work. Though I've never actually inquired about how it was possible.

It wasn't the worst place, but definitely felt a little stifling. It's a small village of people who are not interested in interfering with anything outside of it... Or all that welcoming to strangers, unfortunately.
